Abstract
ure Start was created for disadvantaged children and families the same approach can work just as well for older people. This paper describes the model, why it might work, and how it will be piloted. Excluded older people need basic standards of health and wealth, housing and an improved quality of life. They have the right to participate and have meaningful relationships and roles. Older people are put at the centre of this policy consideration. The Sure Start to later life approach would improve access, bringing together services around older people. It will bring about comprehensive services that can empower older people and improve quality of life. The Sure Start approach is part of building inclusive communities where older people lead the change.
