Abstract

This paper analyses the barriers to implementing ICT and transport schemes in rural areas. The paper considers the attributes and experiences of four projects, which combine ICT and transport initiatives provided in rural areas. The paper aims to: identify the barriers faced by service providers; consider the factors which have resulted in each projects 'success'; and consider the policies and measures which can be used to break down the barriers to delivering schemes which are designed to improve access, either through transport options or ICT, to jobs and training opportunities in rural areas principally for young people.
