Abstract
According to the United States (U.S.) Bureau of the Census (1995), there are 49 million Americans with disabilities residing in communities throughout the nation. Conservatively, more than 13 million of these citizens cannot use public transportation systems as designed for the general public (Katzmann, 1991). For the significant number of individuals with disabilities who do not have access to automobiles, accessible public transportation is essential for independent living and community integration. Accessible transportation provides access to education, employment, health and medical care, leisure and recreational activities, and other societal activities.
