Abstract

This paper examines the equity and welfare implications of four differing principles of public transport provision and demonstrates by means of graphs and a case study (based on a hypothetical population distribution) the quite different patterns of provision to which the principles give rise. The principles examined are: formal equality, substantive equality, least social cost and profit maximization.
