Abstract

The casual reader could be forgiven for assuming that social exclusion is a new phenomenon in society. At the beginning of the new millennium and as the impacts of motorisation and the information age on society and lifestyles mount, social exclusion is now an issue that has risen high on political agendas and, accordingly, is making its presence felt in a number of fields of research. One such field is that of travel behaviour. In reality social exclusion is not something new. The inequitable distribution of life chances has been and will remain an ever-present trait of many societies and cultures. What is new is the recognition and priority it is receiving in planning, policy and research. Decision makers are anxious to better understand the phenomenon in order that mitigatory steps can be considered.
